Charity CEO Compensation - How Can a Donor Determine How Much is Too Much (or too little)?

My first evaluation starts with the question, Does the Ceo of the charity make more than the President of the United States? If the President can do a 24 hr/day job that'll age him/her more than the 4 yrs. per term, I expect a "charity" leader to be willing to serve for that amount. So assuming that like the President, travel and other overhead expenses are covered separately, I've set 400,000 as my upper limit. I also don't support charities whose CEO holds that position and a high salary in two different organizations. I've only seen that , sadly , in religious organizations so far, but I'd like Charity Navigator to tell me when CEO's are double dipping and receiving salaries for two or more jobs.
As for local or regional charities, I think a minimum salary might be based on school administrators salaries in districts with reasonably comparable budgets/missions.

If the CEO's salary is higher than the U.S. President's, I skip that non-profit. Is his/her job really more difficult?
