So will non-profits apply to the federal gov't for this money or dollars earmarked for non-profits be sent to states to distribute?
Some of the money will be allocated as competitive grants by the federal government. The rest will be distributed at the states’ discretion, as described in the explanatory statement accessible through an article posted in The Chronicle of Philanthropy.
